由於 COVID-19疫情的影響,許多公司正在尋求使用電子服務來避免人與人之間的接觸。在這個過渡時期,企業也採取了新的商業模式和數位化轉型來克服危機。不僅是商業公司,政府機關也同時面臨著如此巨大的變化。近年來,數位轉型已成為一個非常熱門的話題。因此,本研究目的為探討政府機關數位轉型的動機。根據文獻,本研究將政府機關服務分為三類,包括傳統服務、電子服務和數位轉型。有採用數位轉型的政府機關才符合本研究的對象。對於這些政府機關的工作人員,本研究根據推力-拉力-繫住力(Push-Pull-Mooring: PPM)理論蒐集了他們的動機和數位轉型意圖。PPM理論適合用於解釋從固有方式轉移至新方式的過程

,例如遷移、使用行為的變化等過程。因此,我們認為PPM理論亦很合適來解釋政府機關採用數位轉型的過程。本研究總共蒐集了268 名政府員工來檢驗研究模型。結果表明,數位轉型的動機確實分別受到推力、拉力和繫住力的影響。有趣的是,這種因果關係也會受到年齡的調節影響。該結果揭示,政府機關應該對不同年齡組的員工給予不同的鼓勵和激勵。根據發現,本研究亦提供許多理論及實務上的意涵。
