由於 COVID-19疫情的影響，許多公司正在尋求使用電子服務來避免人與人之間的接觸。在這個過渡時期，企業也採取了新的商業模式和數位化轉型來克服危機。不僅是商業公司，政府機關也同時面臨著如此巨大的變化。近年來，數位轉型已成為一個非常熱門的話題。因此，本研究目的為探討政府機關數位轉型的動機。根據文獻，本研究將政府機關服務分為三類，包括傳統服務、電子服務和數位轉型。有採用數位轉型的政府機關才符合本研究的對象。對於這些政府機關的工作人員，本研究根據推力-拉力-繫住力（Push-Pull-Mooring: PPM）理論蒐集了他們的動機和數位轉型意圖。PPM理論適合用於解釋從固有方式轉移至新方式的過程
